Re: Call for Action on Burns Bog Covenant and Delta-owned “environmentally-sensitive” properties on the route of the South Fraser Perimeter Road Project

Enclosed are three letters from the Boundary Bay Conservation Committee:

The first letter is to the Canadian Environmental Assessment Agency seeking:

1.       investigation of the scientific integrity of the Harmonized Environmental Assessment process on the South Fraser Perimeter Road Project, and

2.       a credible scientific evaluation of the current route of the South Fraser Perimeter Road and its effects on the Burns Bog Ecological Conservancy Area

The second and third letters are to the Corporation of Delta seeking action:

1.     to initiate the Dispute Resolution process of the Conservation Covenant on Burns Bog

2.     to protect four or more publically-owned lands along the route of the South Fraser Perimeter Road Project that are designated “environmentally sensitive” in Delta’s Official Community Plan by informing the Government of British Columbia that Delta will not permit the province to build on environmentally sensitive lands in Delta.           

In response to the two letters to the Corporation of Delta, on October 20, 2008, the Mayor and Council passed a motion to send a letter to the federal Minister of Environment: 

“…requesting a formal position relative to any potential breaches of the Burns Bog Conservation Covenant as a result of the construction and operation of South Fraser Perimeter Road and information back with regards to any risks to Burns Bog assessed by the Scientific Advisory Panel.”

Delta Council did not address the issue of publically-owned lands along the route of the South Fraser Perimeter Road Project that are designated “environmentally sensitive” in Delta’s Official Community Plan.
